Reminds me rather of "Starship Troopers" - the novel, not the wickedly distorted film. Heinlein's idea was that, to be a really responsible citizen, it helps to have been in the armed forces, the police, or some such organisation working for the public good - at some risk and sacrifice, and depending on your colleagues as part of a team. He actually made such work a prerequisite for voting, which is a bit extreme, but it's hard to find any halfway position. And he routinely exaggerated to put his ideas across.
