As I understand it, we do not know the names and positions of those who radically decided to withdraw officers from their beats, diminish their sovereignty and contain them impotently within offices and vehicles Thus, largely destroying, if not alienating the relationship between the community and their police. We are left with a ‘them and us’ relationship whereby much policing is reduced to bureaucracy.
I have a very bad feeling that this is even more deliberate than mere incompetence, unawareness and false reasoning. We are dedicated to the Fourth Industrial Revolution – everything and everyone surveilled and digitized and therefore identifiable and controlled. As you may know, supermarkets do not apprehend shoplifters, facial recognition cameras are being installed and staff reduced.
Eventually, we won’t need police (and standards have dropped so far that many will not regret that). Police will be replaced by AI and drones and patrolling robots in our 15-minute restricted cities. Logically, the criminals will not be on the streets or in the supermarkets; they’ll be helping AI to surveil us.
Reopen police stations in the community, send out officers to talk to that community and GATHER INTELLIGENCE whilst going around their normal business. encourage them to submit intelligence reports where appropriate and then have a unit to review those reports and put people in that/those units with enough nouse to draw sensible conclusions. Then the bigger picture will be visible.
I remember the great unwashed turning out for anything that had potential for disorder. Like the rest of us plan to go to a party they plan to go to a demo/march and still do I am sure. The majority do not necessarily hold strong political views but do it for entertainment (and the potential for a little profitable looting) BUT we knew who they were due to intelligence gathering before, during and after the event.
The best police intelligence emerged nightly, when we used to enforce 10pm pub closing times in the 1970's.
A stroll round the tables in the pubs, politely asking people to drink up, whilst having a natter with the locals. The ten minute drinking up time was extended somewhat, usually around 20 minutes or so.
A walk out into the street to make sure everyone left quietly, then back into the pub for a waiting pint or two whilst the publican updated us on who was doing what, where, and when.
Just read A Staniforth chapter on building ct capacity post 9/11. It's a journey into lala land. Apparently AQ were a national threat of unprecedented dimensions. Really. AQ strike in Armagh or Derry? What about Shetland? Pira did. Pira killed injured traumatised more over three decades causing billions of damage across great chunks of the UK. AQ or Daesh haven't. Regional CT yep fine. Personally national but hey too many vested interests. SB and 13 did the national job cos decades worth of County Chiefs and politicians were happy they did. Saved them having to miss going to the lodge or golf trying to sort it out. The collective myth over covert and Overt fusion, it's dystopian disinformation pure and simple. Plod gave reverted to their DNa. Obey orders. Follow the flow chart. Don't rock the boat. At all costs avoid complaints and damaging " executive business leaders" ( I shit you not this is the new term for smt) careers. If it wasn't so pathetic it would be comical..
Intellectually and ideologically utterly unable to accept or even begin to admit they're bias is cause of do many problems. Prison Strike. That will move the goalposts. Human Righrs are a ludicrous abuse of power that stigmatise and physically threatenthose who do societies dirty jobs.
A fish rots from the head down. The UK fish seems to have become quite spongy and pungent ("spongent"?) as far down as halfway. PM, Cabinet, senior civil masters (er, "servants"), police chiefs...
